"Most everyone knows the Moon Race ended with Neil Armstrong's 'small step' on 20 July 1969. The victory appears so inevitable that for two decades many Western 'experts' believed the Kremlin's claim that it never intended to land men on the Moon at all. But the Soviets had indeed pursued manned lunar missions in the 1960s, an immense and costly program that was officially disavowed when it failed."
