"[Donovan] Williams, a 25-year legal U.S. resident, is in jail in a remote North Florida county, facing deportation, although he hasn't been charged with a crime. He is one of thousands caught in the wide-sweeping net thrown by the Immigration and Naturalization Service, which has been working to rid the country of immigrants with felony criminal records under a reform law passed in 1996."
