"Right now, UNRWA [United Nations Relief and Works Agency] lists 3.8 million Palestinian refugees. But under the narrow criteria of the leading United Nations refugee body, UNHCR [United Nations High Commissioner on Refugees], that number would fall to fewer than a million. So why would two Palestinian advocacy groups want the UNHCR to take charge?" (JERUSALEM REPORT) The author explains the difference in the way the two organizations count the refugees and specifies that by the UNHCR labeling Palestinian refugees as "internally displaced persons," individuals considered to be living in their native country, they would now be eligible to receive health and education benefits extending beyond a day-to-day basis.
