"At the end of last year [2002], 15 Fortune 500 companies, employing more than 1 million people, had enacted policies covering discrimination based on gender expression--three times as many as in 2001. And more cities and counties enacted laws in 2002 barring workplace discrimination based on sexual orientation or gender identity and expression than in any previous year."
