"In an effort to save money and jail space, Osceola County, Fla., has been using a gizmo that looks like a free-standing automated-teller machine to keep track of people out on bail and awaiting trial....It's not the only high-tech system Osceola is using to keep tabs on people in trouble with the law who are out of jail. Sixteen people on house arrest are being monitored through a system that calls them randomly throughout the day--and at all hours of the night." (ORLANDO SENTINEL) This article examines the advantages and disadvantages of these high-tech systems.
