This article offers two views on The Geneva Accord, which was signed by the Israelis and Palestinians on Dec. 1, 2003. One view claims that this "'virtual' permanent-status peace agreement, a prodigious, detailed document, contains all the fundamental substantive trade-offs which have long been recognized to be necessary in any negotiated peace agreement conceivably acceptable both to most Israelis and to most Palestinians" (WASHINGTON REPORT ON MIDDLE EAST AFFAIRS) and another holds that "this accord offers only false hope."
