"On any given night in Washington state, alone, the foster-care system houses more than 8,000 children. Some stay in the system a few weeks. Some...spend most of their childhood there. Each child's care costs taxpayers about $5,000, excluding any medical bills, for every year spent in the system. When they turn 18, and age out of foster care, the hope is they will become independent, productive citizens. The odds are not in their favor." (THE SEATTLE TIMES) The author presents the case of Tamelia Cormier as an example of a youth able to make her way through the difficult world of foster care.
