"The stakes are too high to allow a simplistic vision of North Korea as 'totalitarian' to define policy. Yet it is precisely this limited interpretation of North Korean society that is driving U.S. human rights policy toward North Korea, as revealed in the debate over the North Korean Human Rights Act of 2004." (WORLD POLICY JOURNAL) The author argues that in dealing with North Korea, the George W. Bush administration and its supporters have forgotten the lessons of the 1975 Helsinki Accords which helped advance and promote human rights movements in communist Eastern Europe.
