But for legislators like Arizona Senator Mark Anderson strengthening marriage was also a critical part of welfare reform. He agrees with federal welfare reforms that emphasize both marriage and work as the keys to changing welfare." (STATE LEGISLATURES) This article examines the initiatives that Arizona and four other states put into place to strengthen marriages and reduce monies spent on welfare and other programs designed "to address the aftermath of family breakdown."
