Summary, etc. "In more than 16,000 cases last year [2002], families, schools, courts and mental health counselors used the Baker Act to send children to psychiatric crisis units....Allowing for children picked up more than once, that amounts to roughly 35 of every 10,000 children in the state [Florida]. Most of the 5- to 17-year-olds were taken to the units by law enforcement, many in handcuffs as though they were under arrest. In nearly 1,900 cases, the children were 10 or younger." (TAMPA TRIBUNE) This article describes how Florida's Baker Act, a 1971 law "created to help keep people from being shut away in mental hospitals--not to lock up troubled children" is increasingly be used to deal with emotionally disturbed kids.
