"The number of lawsuits filed by religious groups and individuals against U.S. cities because of restrictive and possibly discriminatory zoning laws has been steadily increasing. In an effort to aid religion in the struggle against restrictive zoning ordinances, President Bill Clinton signed the Religious Land Use and Institutionalized Person Act (RLUIPA) into law in September 2000."
