In his State of the Union address early this year [2003], President [George W.] Bush called for promoting energy independence for the United States while making dramatic improvements in the environment....The President went on to give an admirably concise definition of the principle of a fuel cell: 'A single chemical reaction between hydrogen and oxygen generates energy, which can be used to power a car--producing only water, not exhaust fumes.'"
