Most or all appear to have come in legally, on the kinds of temporary visas routinely granted each year to millions of foreign tourists, merchants, students and others." (LOS ANGELES TIMES) The authors highlight some flaws within the United States immigration policy that contributed to the terror attacks and emphasize the need for stricter laws and better security.
