When it comes to the intelligence and law enforcement failures that preceded the September 11 [2001] attacks on the Pentagon and the World Trade Center, perhaps no oversight was as glaring as the lapses in immigration enforcement that let terrorists obtain and overstay simple visas." (U.S. NEWS & WORLD REPORT) The author criticizes the Immigration and Naturalization Service for spending the majority of its resources on stopping illegal immigrants from crossing the border and not paying enough attention to illegal immigrants who "came in through the front door--as tourists, students, or temporary workers--and simply never left.".
