PERSBURG TIMES) The author explains the Swiss philosophy of "harm reduction" to decrease "the harm that illegal drugs cause to the users themselves as well as to society as a whole" and includes the criticism received from the U.S. government, which follows a "zero tolerance" policy to eliminate illegal drug use.
