"Although President [George W.] Bush announced a new assault on the finances of terrorist organizations, the administration has yet to close a tax code loophole that immigration-reform groups say allows American banks to open financial accounts for illegal immigrants using government-issued numbers requiring little documentation or proof of identity." (UPI) This article contends that the government has not addressed all loopholes allowing terrorist organizations to open financial accounts.
