"Fearing chronic instability in the Persian Gulf, Japan is swallowing hard and turning to an old foe for new sources of oil: Russia. Tokyo is offering to fund part or all of a proposed $5 billion Siberian oil pipeline. The pipeline, which would snake 4,000 kilometres through steep mountains and earthquake-prone tundra, could become one of Japan's biggest overseas oil projects, capable of supplying up to a quarter of its oil needs."
