<br/><br/> "In the past four years [1999-2003], nearly one-third of North Carolina's 33 deaths in day care happened in unlicensed homes. But illegal providers are rarely caught or punished; criminal charges were filed against the operators of 3 percent of those homes the state identified over the past six years." (NEWS & OBSERVER) This article examines how unlicensed day cares are able to operate with "little fear of being caught or punished" and reports on one case where the caregiver was arrested and sentenced to jail.
