"Drug addiction is growing alarmingly despite the [United Arab Emirate] government's multi-pronged attack on the problem. Police say that the good work done on the one hand is undone by loopholes in the system and the lure of money. Ministry-controlled prescription drugs intended to treat addicts are in fact used to feed their habit. For a few more notes, some private clinics are prescribing what the addicts demand."
