"Today [2004], in stark contrast to the long-time hostility between strikers and 'scabs,' unions and day laborer groups in Chicago and across the country are forming alliances against the common threats of unscrupulous employers and predatory temp agencies. Some unions are still wary of this radical shift in strategy, and in union tradition. But as union density (the percentage of workers who are union members) shrinks, and the day labor workforce swells, the practical benefits of alliance are bringing more and more of the skeptics around."
