One afternoon, there is a Haitian girl of 17 who escaped her father's killers; another time, a 15-year-old Ecuadorian who came 3,000 miles to earn money for his ailing mother. There is even a disabled boy of 5 from Morocco who lacks the visa needed to stay here with his parents. Some fled here for their lives, while others were simply stranded. All have stumbled into a complex intersection of government interests after the attacks of Sept. 11, 2001, as a crackdown to protect national security collides with a long tradition of protecting juveniles."
