"Prior to the September 11 [2001] terrorist attacks, racial profiling was known as a mostly state and local law enforcement practice that unfairly targeted blacks, Native Americans, Asian Americans, and Latinos for police scrutiny solely on the basis of race or ethnicity....But in the wake of the September 11 attacks, the legislation--and the political will to ban profiling--disappeared."
