These workers possess varying degrees of competence and present problems for agencies in a number of ways, including abusing sick time, coming to work with their own agenda...or having a 'just-a-job' attitude." (FBI LAW ENFORCEMENT BULLETIN) Using the example of a law enforcement agency, the author identifies problem behaviors and opines that "these workers can have a negative impact both inside and outside the department."
