"There is no clearly articulated place in the U.S. global AIDS strategy for honestly and openly addressing the needs of the increasing numbers of sexually active youth....Moreover, the refusal to admit that they are in need of more, not less, information and services not only increases their risk of contracting this deadly disease, but increases their risk of other STIs [sexually transmitted infections] and unintended pregnancy as well."
