"When President George [W.] Bush announced on March 5 [2002] that the United States would impose tariffs of up to 30 per cent on imports of steel, the decision was not entirely unexpected. The U.S. steel industry had been lobbying heavily for even sharper tariff increases, of up to 40 per cent, and a decision on its demands was to be made in the first week of March."
